Philippe Citerne was born in 1949 and attended the Ecole Centrale de Paris, earning an undergraduate degree in economics and a graduate degree in mathematics. His career began in 1972 at the French national statistics bureau, commonly known by its acronym INSEE. The five years he would spend in government service would affect him for the rest of his career, and while in government service, he held the titles and responsibilities as a project manager, and later as the bureau chief of energy, transport, and equipment.
